# Montoyer

> AI agents that know how the EU quarter works.

Montoyer is an open-source multi-agent framework for EU policy, law, and institutional procedure — built for Brussels professionals and open to the world. It ships as a set of callable agents and skills that model the full EU institutional cycle: from Commissioner portfolio expertise and Directorate-General analysis, through Legal Service review and inter-service consultation, to College deliberation, Parliament/Council negotiation, comitology, and trilogue.

## Purpose

Montoyer gives AI systems deep, mandate-aware knowledge of how the EU quarter actually operates. Each agent stays within its treaty-based competence, cites legal bases, and applies Better Regulation methodology. Outputs are drafts for review by EU officials — not official Commission positions.
